On May 27, a round table was held dedicated to the discussion of a conceptual proposal for updating the legal models for the placement of temporary structures, fairs and exhibitions, outdoor trading areas, and parking facilities.

The concept was developed by the EU-LEAP Analytical Center with the support of the EU Anti-Corruption Initiative in Ukraine (EUACI). The All-Ukrainian Association of Local Self-Government Bodies "Association of Ukrainian Cities" and its members contributed to the development of the proposals.

The goal of the concept is to propose a unified approach to the legislative regulation of procedures for the placement and operation of temporary structures, fairs and exhibitions, outdoor trading areas, and parking facilities, which will allow the fragmentation of current regulation to be eliminated and ensure equal conditions for business entities.

The event was opened by representatives of the EU Anti-Corruption Initiative in Ukraine — Dmytro Yakymchuk, Head of the "Integrity Recovery" and "Cities of Integrity" components of EUACI, Taras Khavunka, Senior Advisor on Good Governance at EUACI, as well as Oleksandr Slobozhan, Executive Director of the Association of Ukrainian Cities.

The concept was presented at the event by Valeriia Hrytsenko, Executive Director of the EU-LEAP Analytical Center, who introduced the proposed approaches to establishing a new legal model for the placement of temporary structures, fairs and exhibitions, outdoor trading areas, and parking facilities.

The discussion involved representatives of EUACI Cities of Integrity, Olena Korniiuk, Expert on Land Resources and Communal Property at the Analytical Center of the Association of Ukrainian Cities, and representatives of member communities of the Association of Ukrainian Cities — the Myrhorod, Zaporizhzhia, Ternopil, and Vinnytsia city councils.

The discussion also featured the participation of Mykhailo Builov, Director of the Department of Territorial Control of the City of Kyiv; Ihor Horobets, Director of the Municipal Enterprise "Kyiv.Prozoro"; Karina Babich, Head of the Legal Department of the Municipal Enterprise "Kyivtransparksервіс"; Mykola Buhaenko, Project Manager at JSC "Prozorro.Sales"; as well as Hennadii Kryvosheia, Chairman of the Public Council under the Executive Body of the Kyiv City Council.

Within the framework of the round table, participants discussed the provisions of the concept, provided their proposals, and shared practical experience in the relevant areas.

Following the discussion, participants emphasized the relevance of updating the current regulation and the need to introduce transparent, competitive, and non-discriminatory procedures for communities and business entities.
