Assessment, development, and implementation of public policy – the EU-LEAP analytical center brought together like-minded people for a presentation dedicated to the organization's activities.

Corporatization, corporate governance, management of state and municipal assets, property valuation, elimination of land schemes and other abuses – on December 15, the EU-LEAP analytical center presented a portfolio of projects it is working on to key stakeholders and the expert community and introduced its mission and goals.

Valeriia Hrytsenko, Executive Director of EU-LEAP, opened the event and introduced the think tank's team, as well as presenting some of the projects the organization is working on.

Ilya Mikhailov, strategic advisor at EU-LEAP, outlined the mission, goals, values, and areas of activity, which include public sector asset management, de-shadowing of the economy, corporatization and corporate governance, investments and partnerships, financial, tax, and budget policy, land reform, and spatial development.

Oksana Rak, legal advisor at EU-LEAP, presented a number of projects related to corporatization, property valuation, management of problem assets of state-owned banks, protection of creditor rights, ARMA reform, and others.

EU-LEAP also organized a panel discussion on “Corporatization and corporate governance in state-owned and municipal enterprises: current challenges,” which was attended by representatives of parliament, government, and international organizations.

The presentation served as a starting point for further work with partners and stakeholders on projects that EU-LEAP supports in the field of public policy.

EU-LEAP participated in the Civil Society Forum organized by ISAR Ednannia

Valeriia Hrytsenko, CEO of EU-LEAP, spoke at the Tsukernya venue on the topic:
“Anti-corruption as a catalyst for advocacy: how NABU and SAP cases promote systemic change.”
They talked about how anti-corruption investigations create political windows of opportunity that allow for the promotion of reforms that have been blocked for years.
The discussion focused on how anti-corruption becomes a catalyst for evidence-based advocacy, and how civil society maintains stability, does not lose trust in the authorities, and uses these opportunities for systemic change.
We discussed:
- how to turn criminal cases into arguments for reform;
- how civil society can remain resilient and constructive during scandals;
- how not to lose trust in the authorities, but at the same time not allow them to lose focus on change;
- and most importantly, how to use anti-corruption “moments of truth” for systemic transformation, rather than isolated decisions.
Anti-corruption is becoming a catalyst for reform, and civil society organizations are becoming agents that transform shock into sustainable policies.
We would like to thank ISAR Ednannia for the invitation and the opportunity to join an important conversation about the role of the public in promoting reforms.

Digest of political initiatives. December 2025

December was a decisive month for Ukraine's state policy. The parliament and the government adopted decisions that lay the foundation for financial, security, and social policy for 2026. A key event was the adoption of the state budget with a clear priority on defense, as well as a number of laws in the tax, social, military, and humanitarian spheres. Particular attention was paid to the development of the defense industry, the reform of the contract service, healthcare, education, and improving the efficiency of state institutions under martial law. In our digest, we have compiled the main legislative and government decisions of December that shape the agenda for the coming year.

Assessment, development, and implementation of public policy — the EU-LEAP analytical center gathered like-minded people for a presentation dedicated to the organization's activities

Corporatization, corporate governance, management of state and municipal assets, elimination of land schemes, property assessment — on December 15, the EU-LEAP think tank presented to stakeholders a portfolio of projects it is working on and introduced its mission and goals.
 

Valeriia Hrytsenko, Executive Director of EU-LEAP, opened the event and introduced the think tank's team, as well as presenting some of the projects the organization is working on. Valeriia spoke about the methods the center uses in its work: "We pay a lot of attention to advocacy. Our center is based on evidence-based advocacy, which is key to promoting reforms. Centers like ours help government agencies, local authorities, civil society organizations, and businesses to promote change in the country. We place a particular focus on the management of public assets, as this is an area where high-quality management decisions are directly transformed into measurable budgetary results. Therefore, think tanks play a leading role in promoting high-quality and independent change. They build this bridge of interaction between the state, the community, and society. We hope that all the reforms we are pursuing in this project will be implemented and will have a successful outcome."

Oleksii Movchan, Member of Parliament of Ukraine, Deputy Chairman of the Verkhovna Rada Committee on Economic Development, addressed the guests with a welcoming speech: "Think tanks in Ukraine today are a key tool for policy formation and implementation, because they are centers of expertise where reforms can be tested and developed on an ongoing basis. In other words, these are not ad hoc reforms, where reforms are demanded of Ukraine by its partners and something needs to be changed quickly. Rather, they are systemic changes, with in-depth research, strategic vision, and architecture development — all of which can be done in think tanks. They are the foundation for such qualitative strategic changes in Ukraine."

EU-LEAP Strategic Advisor Ilya Mikhailov spoke about the mission, goals, and activities of the organization. In his opinion, think tanks are guides that help young Ukrainian democracy, which is undergoing extraordinary trials due to the war, to build trust in the “golden triangle” of business, government, and society. After all, trust makes it possible to implement positive changes and move the country forward. Think tanks should play a role in creating positive synergy, which allows for strengthening the foundation and building trust for high-quality policies that meet the needs of the state, citizens, and business.

EU-LEAP legal advisor Oksana Rak told the guests about some of the think tank's projects that are designed to promote reforms in public administration, strengthen state and community institutions in Ukraine, de-shadow the economy, and increase budget revenues.

The EU-LEAP project portfolio includes reforms in the areas of corporate governance and corporatization of state and municipal enterprises, public asset management, protection of creditors' rights and updating of bankruptcy procedures, development of investment and municipal financial instruments, as well as elimination of abuse of legislation.
 

During the panel discussion “Corporatization and corporate governance in state and municipal enterprises: current challenges,” the speakers were Oleksiy Movchan, Member of Parliament of Ukraine; Anna Artemenko, Deputy Minister of Economy of Ukraine; Oleksandr Slobozhan, Executive Director of the Association of Ukrainian Cities; Taras Sluzyk, Acting Head of EU4Reconstruction, Stream 2; Clément Lapointe, Project Manager at Expertise France-FDMU. Participants had the opportunity to discuss in more detail the problems, risks, and barriers related to the cases the organization is working on and to share their own expectations for the reforms.

The presentation served as a starting point for further work with partners and stakeholders on projects that EU-LEAP supports in the field of public policy.

From ideas to institutional change: EU-LEAP representatives took part in Transparency Day at the XIX Ukrainian Municipal Forum

The event, organized by the Association of Ukrainian Cities, was opened by Vitali Klitschko and Mathieu Moris. The most useful panel discussion for our public organization was “Improving the efficiency of critical infrastructure utility companies.” This topic is key to the work of EU-LEAP, which is working with EUACI to implement corporate governance reform for utility companies in Ukraine.

The participants in the discussion were representatives of state institutions and
industry experts: Oleksii Movchan, Member of Parliament of Ukraine, Deputy Chairman of the Verkhovna Rada Committee on Economic Development; Daria Marchak, Minister of Economy, Environment and Agriculture of Ukraine; Oleksii Kucherenko, First Deputy Chairman of the Verkhovna Rada Committee on Energy, Housing and Utilities; Dmytro Novytskyi, President of the Ukrvodokanalekologiya Association, Member of the Supervisory Board of Lvivvodokanal Municipal Utility Company; Kostiantyn Kovalchuk, Deputy Minister of Community and Territorial Development of Ukraine; Serhii Sukhomlyn, Head of the State Agency for Infrastructure Restoration and Development of Ukraine.

Each of the speakers highlighted important aspects: from the need to modernize critical infrastructure to increasing transparency and accountability in the management of municipal assets.

EU-LEAP will take into account the issues and recommendations raised during the panel discussion in its future work and will incorporate them into subsequent legislative and institutional developments.

We develop and advocate corporate governance standards for state-owned and municipal enterprises, implementing mechanisms for transparency, accountability, and effective management in accordance with OECD principles.
