The EU-LEAP team joined the presentation of the EU4Reconstruction project, which aims to ensure transparent and effective reconstruction in Ukraine
The EU4Reconstruction project aims to support the effective, accountable, and transparent reconstruction of Ukraine and to strengthen the capacity of government institutions and communities to plan and manage reconstruction investments in line with EU standards.
This involves a comprehensive approach, from project design and strategic planning to implementation, monitoring, and public engagement.
The event brought together representatives of the government, communities, international partners, Team Europe donors, and representatives of the EU-LEAP NGO. During the discussion, it was emphasized that synergy between authorities, civil society, and the international community is the key to successful, inclusive, and transparent reconstruction.
“We support this initiative because we share common values — effective corporate governance in the public sector, adherence to OECD principles, accountability, and transparency. Together, we are working for the sustainable development of communities and the high-quality reconstruction of Ukraine,” said Valeria Hrytsenko, Executive Director of the NGO EU-LEAP.
EU-LEAP continues to work on the implementation of transparent models of public asset management, supports reforms at the local level, and contributes to strengthening the institutional capacity of communities in the reconstruction process.

Defining KPIs for utilities: international practices and Ukrainian context
On October 27, 2025, the representative of the NGO EU-LEAP Valeriia Hrytsenko took part in an all-Ukrainian workshop dedicated to determining key performance indicators (KPI) for municipal enterprises - using the example of the Bridges of Integrity program of the EUACI, organized by the Agency for Reconstruction and Development.The Agency's experts presented the developed materials on determining KPIs for water supply and public transport enterprises based on international benchmarking IBNET (International Benchmarking Network for Water and Sanitation Utilities); UITP (International Association of Public Transport).In her speech, Valeriia emphasized that when determining and implementing KPIs, it is necessary to rely on international practices, in particular: World Bank reports; OECD Guidelines on Corporate Governance of State-Owned Enterprises (2024); OECD report on sustainability (State-Owned Enterprises and Sustainability, 2025).The expert noted that KPIs for municipal enterprises should:- be based on the strategic documents of the enterprise and take into account the strategic plan for community development;- be public;- provide incentives for managers (rewards, contract extensions);- be included in agreements with the owner;- be built according to the SMART principle - specific, measurable, achievable, relevant and time-bound;- contribute to sustainable development, increased management efficiency and investment attraction.Let us recall that the NGO EU-LEAP, in cooperation with EUACI, is implementing a reform of corporate governance of municipal enterprises, which involves the implementation of international standards of accountability, efficiency and integrity at the local level.
