EU-LEAP project

Preservation of cultural heritage

The project aims to reform the cultural heritage sector by developing new legislation that will preserve monuments, attract investment in restoration, and ensure their effective use.

The EU-Leap team is conducting preliminary analytical work and seeking opportunities to attract funding.

Relevance:

Current legislation does not ensure effective management of cultural heritage sites, which leads to their destruction. Lack of funding, institutional weakness of protection bodies, lack of coordination between central and local authorities, a ban on the privatization of monuments, and widespread corruption schemes make their restoration impossible. Monuments are often deliberately brought to a state of emergency for the purpose of further development, changing their status, or violating protection regimes.

Project goal:

Ensuring the preservation, protection and popularization of the cultural heritage of Ukraine as an integral part of the national identity, historical memory and cultural heritage of the people and attracting investments for the recovery, restoration and effective use of cultural heritage sites.

Project objectives:

Creating conditions for the preservation and sustainable use of cultural heritage sites through the introduction of transparent management mechanisms, development of investment and financing attraction models, strengthening the institutional capacity of heritage protection bodies, establishing coordination between all levels of government, and raising public awareness of the value of cultural heritage.

Expected results:

Preservation and restoration of cultural heritage, attraction of domestic and foreign investments, development of infrastructure that supports cultural tourism and local businesses, increase of economic activity in regions thanks to cultural tourism.
