Annual Report for 2025

For the EU-LEAP public organization, 2025 was a year of institutional development and transition to systematic activity as a think tank. During the reporting period, the organization focused on preparing analytical materials, developing reform concepts, and providing expert and analytical support for the formation and implementation of public policy in the field of public administration and regulation.
The key focus of EU-LEAP's activities in 2025 was public asset management as a comprehensive policy covering the corporatization and corporate governance of state and municipal enterprises, the privatization of state and municipal property, the updating of legislation on property valuation, the management of non-performing loans (NPLs) of state-owned banks, the sale of seized property in enforcement proceedings, the legal regime for the use of land for construction, the development of municipal bonds, the regulation of local space (placement of temporary structures for economic activities), and the creation of transparent instruments for accounting and control of public assets.
Analysis of the problem of selling seized property in enforcement proceedings and development of the most optimal solution

The analysis was prepared by the public organization EU-LEAP as part of the development of proposals submitted to the National Agency for Corruption Prevention for consideration during the preparation of the draft Anti-Corruption Strategy and the draft State Anti-Corruption Program for 2026-2030.
The sale of seized property is a key tool for enforcing court decisions and returning assets to the state, but the sector remains vulnerable to corruption risks due to opacity, limited competition, and unclear division of powers between central government bodies. The lack of uniform auction standards, duplication of functions, weak oversight, and legislative restrictions lead to abuse, budget losses, and undermining of trust.
Despite the availability of effective electronic solutions, competition and transparency in this area are still not ensured, which necessitates institutional reform.
Analytical note on assessing Ukraine's progress in meeting EU requirements based on cluster analysis (based on the European Commission's report “COMMISSION STAFF WORKING DOCUMENT Ukraine 2025 Report”)

On November 4, 2025, the European Commission published its annual Ukraine 2025 Report, which contains a comprehensive assessment of Ukraine's progress in meeting the criteria for EU membership and the degree of approximation of its legislation to the acquis. The document covers all six reform clusters, analyzing the state of political, economic, and sectoral changes in the context of the ongoing war.
EU-LEAP analyzed the key conclusions and recommendations of the European Commission. The document outlines areas where Ukraine has made significant progress, particularly in macroeconomic stability, digitalization, customs reform, modernization of the financial control system, and development of sectoral policies. At the same time, a number of areas — judicial reform, anti-corruption policy, market surveillance, food safety standards, social policy, environmental regulation, and public procurement — require much faster progress and institutional strengthening.
The NGO “Community of Registrars” prepared training materials as part of the webinar “Features of regulating the activities of municipal enterprises in communities during the implementation of the provisions of Law of Ukraine No. 4196-IX of January 9, 2025” on issues of state registration of legal entities and state registration of real rights to immovable property after the Economic Code of Ukraine ceased to be in force, which was organized with the assistance of the Verkhovna Rada Committee on Economic Development, with the participation of the NGO “EU-LEAP,” the Association of Ukrainian Cities, the NGO “Club of Mayors,” and JSC “Prozorro.Sales.”

Research: Current status and possibilities of property management of educational institutions, completed as part of the project “Implementation of a flexible model for managing the property of state and municipal non-profit organizations.”
The research highlights key issues in the management of state and municipal educational institutions' property: as a result of the moratorium on privatization and restrictions on the disposal of property, unsuitable or inefficiently used real estate is accumulating. Analytics show millions of square meters of unused property, leading to lost potential income and additional costs.
The concept of implementing the OECD Guidelines on Corporate Governance into Ukrainian legislation in the field of management of legal entities of municipal property.
The concept presents the OECD Guidelines, the compliance of Ukrainian legislation with the OECD Guidelines in the field of management of legal entities of municipal property, and the status of their implementation.
The analysis was prepared by the NGO “EU-LEAP” within the framework of the project “Corporate Governance in Municipal Enterprises”, implemented by the EU Anti-Corruption Initiative in Ukraine (EUACI).
Concept of updated legislation in the field
of software cash registers.
The concept was developed by the EU-LEAP NGO with the aim of forming updated regulations in the field of software cash registers (SCR). The document is based on analytical conclusions regarding the current state of the SCR market, the needs of business and the state in increasing transparency, stability of technical infrastructure, and legal certainty. The concept was prepared in cooperation with the Association of PRRO Suppliers and other market participants.
The concept of implementing corporate governance tools in municipal enterprises.
Presentation of the key blocks of the concept of reforming the governance sphere of the MEs, which focus on transparency, accountability, external oversight and internal control.
The concept was prepared by the NGO “EU-LEAP” within the framework of the project “Corporate Governance in Municipal Enterprises”, implemented by the EU Anti-Corruption Initiative in Ukraine (EUACI).
Comparative analysis of Ukrainian legislation in the field of municipal enterprise management with the best corporate governance practices of the European Union.
The analysis was prepared with the aim of analyzing the current legislation in the field of management of legal entities of communal property, identifying legal gaps and uncertainties, as well as developing proposals for improving the regulatory framework and implementing the OECD corporate governance guidelines in the activities of such legal entities.The analysis was prepared by the NGO “EU-LEAP” within the framework of the reform of the corporate governance in municipal enterprises, implemented by the EU Anti-Corruption Initiative in Ukraine (EUACI).
