Current projects involving the EU-LEAP team are aimed at improving the public asset management system, developing legal regulation, and strengthening the institutional capacity of state and local governance bodies.

Project: Implementation of Corporate Governance Standards in the Management of Municipal Enterprises
The EU-LEAP team provides analytical and expert support for the project. The project is aimed at introducing asset and financial autonomy for state and communal non-commercial companies, particularly in the fields of education and healthcare.
Project: Implementation of a Flexible Asset Management Model for State and Communal Non-Commercial Companies
The EU-LEAP team provides analytical and expert support for the project. The project is aimed at introducing asset and financial autonomy for state and communal non-commercial companies, particularly in the fields of education and healthcare. Within the framework of the initiative, EU-LEAP developed research on the current state and opportunities for asset management of educational institutions, and is also preparing regulatory amendments to legislation.
Project: Updating Legislation on Property Valuation
The EU-LEAP team contributed to the preparation of Draft Law on Property Valuation No. 13435 dated June 27, 2025, and will continue to provide expert support for the implementation of this reform. The project is aimed at a comprehensive update of the property valuation system in accordance with international and European standards, including IVS and EVS. Its implementation is intended to ensure improved valuation quality, strengthened professional accountability of valuators, transparency of procedures, and trust in valuation results on the part of the state, business, the judicial system, and citizens.
Project: Land Use Reform: Elimination of Shadow Schemes
The project is aimed at putting an end to abuses of state and municipal land, including through "toilet schemes" and the use of fictitious investment contracts that effectively replace lease agreements and allow participants to bypass mandatory land auctions. EU-LEAP conducts analytical and legislative work within this initiative in close collaboration with the legislative sponsor. As a result, we developed a comprehensive legislative concept, convened a multidisciplinary working group, and jointly prepared a reform package: Draft Laws No.14038 and No.14039, which were officially registered in parliament.
Project: Development of the Institution of Tax on State and Communal Real Estate Property
The project is aimed at creating legal mechanisms that will incentivize state authorities and local self-government bodies to reconsider approaches to asset management and promote the transfer of surplus property to privatization. The EU-LEAP team conducted analytical work and developed recommendations with the goal of improving the provisions of the Tax Code of Ukraine and contributing to the systematic accounting of state and communal property assets, their effective use, as well as the reduction of administrative costs for maintaining unused property.
Project: Preservation of Cultural Heritage
The project is aimed at reforming the field of cultural heritage protection through the development of new legislation intended to ensure the proper preservation of monuments, attract investment in restoration, and enable their effective use. In the long term, the project is expected to lay the foundation for systemic changes in approaches to the management of cultural heritage sites in Ukraine. The EU-LEAP team is conducting preliminary analytical work and shaping the concept of possible legislative changes.
Project: Municipal Enterprise Reform
We assist communities in implementing the corporatization reform in accordance with Law No. 4196-IX, from the transition from municipal enterprises to new organizational and legal forms to updating approaches to the management of communal assets. Within the framework of the project, the EU-LEAP team conducts training for communities and provides practical guidance on new legislative requirements, reorganization models, and the steps necessary for the transformation of the municipal sector. This work is aimed at helping local self-government bodies prepare for the changes and implement the reform in practice.
Project: Reform of Software Registrars of Settlement Operations
The project is aimed at reforming the field of application of software registrars of settlement operations through the development of new regulation intended to ensure transparency of transactions, stability of technical infrastructure, and fair conditions for conducting business. The EU-LEAP team, in collaboration with the SRSO Association, conducts analytical work, advocates for the necessary legislative changes, and ensures communication with key stakeholders. In the long term, the project is expected to contribute to increasing trust in the system, reducing regulatory conflicts, and creating a more predictable environment for business.
Project: Development of Municipal Bonds as a Financing Instrument for Communities
The EU-LEAP team provides analytical, expert, and advocacy support for a project aimed at developing municipal bonds as an instrument for attracting financing for communities. Within the framework of the project, the team analyzes current legislation and local borrowing practices, develops proposals for improving regulation, and prepares analytical materials and practical recommendations for communities. The project is implemented with the support of Stanford University and ISAR Yednannya. This collaboration strengthens the analytical foundation of the project, allows for the incorporation of international experience, and facilitates the development of practical solutions for advancing this instrument in Ukrainian communities.
