In July 2025, the Verkhovna Rada adopted a number of important decisions that define the further political and legal course of the state.
At the center of attention — the law restoring the independence of NABU and the Specialized Anti-Corruption Prosecutor's Office following widespread public resistance, as well as key reforms: a new law on ARMA, the European integration law on public-private partnerships, and the law on factoring.

EU-LEAP Opposes Restricting the Autonomy of Anti-Corruption Bodies
Draft Law No. 12414 substantially changes the procedural powers of NABU and SAPO, effectively subordinating them to the Prosecutor General's Office. This contradicts legislation that guarantees the institutional autonomy of anti-corruption bodies, and does not comply with Ukraine's commitments under the Association Agreement with the EU and the European Commission's recommendations on preserving the independence of the anti-corruption infrastructure.

Fewer Records, More Realism: The Results of Ukrainian Privatization in 2025
When we assess the results of privatization in 2025, it's important to look at them without illusions and without emotion. Compared to 2024, one thing is clear: the pace of budget revenue generation has noticeably slowed. Total proceeds from small and large-scale privatization in 2025 amounted to UAH 4.8 billion, whereas in 2024 the state received UAH 12.65 billion.
