December was a decisive month for Ukraine's state policy. The parliament and the government adopted decisions that lay the foundation for financial, security, and social policy for 2026. A key event was the adoption of the state budget with a clear priority on defense, as well as a number of laws in the tax, social, military, and humanitarian spheres.

From ideas to institutional change: EU-LEAP representatives took part in Transparency Day at the XIX Ukrainian Municipal Forum
The event, organized by the Association of Ukrainian Cities, was opened by Vitali Klitschko and Mathieu Moris. The most useful panel discussion for our public organization was “Improving the efficiency of critical infrastructure utility companies.” This topic is key to the work of EU-LEAP, which is working with EUACI to implement corporate governance reform for utility companies in Ukraine.
