The "Investment" and "Toilet" Schemes: How Draft Laws No. 14038 and No. 14039 Could Reduce Corruption Risks in Land Ownership

For years, Ukraine has had schemes that allowed people to obtain land while bypassing transparent auctions. One of the most well-known became the so-called "toilet scheme" — where registering ownership of a minor real estate object opened the way to acquiring a substantial plot of land without competitive procedures.


Another problem is the mechanism of "investment agreements," which in some cases was used as a tool for the non-transparent disposal of community land.

Draft Laws No. 14038 and No. 14039 propose changing these rules and reducing corruption risks in the sphere of land relations.
