8 Starosta Districts — 8 Territories of Opportunity for the Poltava Community

As part of the project "Districts of Opportunity: A Path to Sustainable Community Development," the EU-LEAP team will work with 8 starosta districts of the Poltava city territorial community: Abazivka, Valky, Hozhuly, Kovalivka, Palchykivka, Semianivka, Suprunivka, and Takhtaulove.


Together, these districts encompass more than 50 settlements and about 26,000 residents. This is a significant part of the community, which has its own economic, labor, natural, agrarian, tourism, and entrepreneurial potential.


Each district has its own specifics, resources, and development opportunities.


Abazivka starosta district unites 5 settlements — Abazivka, Lavryky, Solomakhivka, Rozhaivka, and Dolynne. About 1,833 residents live here. The district has potential for developing local craft initiatives, in particular through the Ethnographic Museum of Beer and Moonshine and the Beer House Abazivka.


Valky starosta district covers 11 settlements, including Valky, Lozivka, Ochkanivka, Kaplunivka, Chornoglazivka, Dolyna, Makartsivka, Hlukhove, Nosivka, Bershatske, and Tryroghove. The district's population is approximately 1,417 people. One of the interesting local initiatives is a lavender field, which has the potential to become a tourist attraction.


Hozhuly starosta district includes 4 villages — Hozhuly, Biolohichne, Andriivka, and Zorivka. About 4,052 residents live here. The agrarian sector plays an important role in the district's economic activity, particularly the cultivation of grain crops, legumes, and oilseeds.


Kovalivka starosta district unites 11 settlements, including Kovalivka, Zaliznychne, Bochanivka, Zaturyne, Makukhivka, Andrushky, Verkholy, Sosnivka, Davydivka, Hrabynivka, and Yizhakivka. The district's population is about 5,142 people. EcoPark Kovalivka operates in the district — an important tourism and recreation facility that is also an employer for local residents.


Palchykivka starosta district includes 9 villages: Palchykivka, Buhaivka, Vytivka, Hutyrivka, Karpusi, Kelebedivka, Kostochky, Tsyhanske, and Umantsivka. As of the end of 2024, 1,791 people lived here. Among the district's economic activities is the production of vegetable oil and animal fats.


Semianivka starosta district covers 8 villages: Semianivka, Brychkivka, Hrynivka, Olepiry, Patlaivka, Petrivka, Ternivshchyna, and Yatsynova Slobidka. The total population is about 2,568 people. An enterprise specializing in the industrial extraction of sand, gravel, clay, and kaolin operates in the district, forming the raw material base for the region's construction industry.


Suprunivka starosta district includes 5 villages — Suprunivka, Myltsi, Ivashky, Shostaky, and Hovtvianchyk. About 5,808 residents live here. The district has potential for developing tourism and recreation, particularly through the activities of the "Impulse" equestrian club.


Takhtaulove starosta district covers 4 villages — Takhtaulove, Zhuky, Brychkivka, and Hrynivka. The total population is approximately 3,700 people. Following the 2025 reorganization, Brychkivka and Hrynivka became part of the district.

For each of these districts, the project will develop economic profiles — strategic "passports" of the territories that will help systematize data on resources, needs, barriers, and development opportunities.


Such profiles are intended to become a practical tool for the community: for development planning, attracting investment, supporting entrepreneurship, identifying priority clusters, and preparing infrastructure projects.


Our goal is to show that the starosta districts of the Poltava community have great potential for economic growth.
