EU-LEAP Training in Dnipro: Step-by-Step Implementation of Law No. 4196-IX

Soviet-era relics in the management of communal property are finally becoming a thing of the past, giving way to transparent European standards. The transformation of the municipal enterprise sector is a large-scale reform that requires communities to have clear algorithms and practical skills.


That is why the series of regional trainings from the EU-LEAP project is confidently moving across the country. After events in the capital and a meeting in Kharkiv, Dnipro became the new venue for the professional intensive.


On June 4, 2026, EU-LEAP brought together 82 participants — representatives of local self-government and the communal sector who came from four key regions: Dnipropetrovsk, Kirovohrad, Donetsk, and Zaporizhzhia oblasts. The main goal of the event was a detailed analysis and preparation for the implementation of Law No. 4196-IX.

The training was organized by the EU-LEAP team in partnership with the Community of Registrars of Ukraine, the Association of Ukrainian Cities, and the All-Ukrainian Association of Amalgamated Territorial Communities, with the support of JTI Ukraine. The event was headlined by the Verkhovna Rada of Ukraine Committee on Economic Development.


Reform as a point of no return


People's Deputy of Ukraine, Deputy Chair of the Verkhovna Rada Committee on Economic Development Oleksii Movchan opened the event with a simple thesis: this path needs to be traveled once — and then it becomes easier. "It's like entering university — you have to pass exams, go through difficult moments, but then you study automatically," he explained.


According to him, Law 4196 is a Euro-integration instrument that changes the very logic of interaction between municipal enterprises and creditors, investors, and donors. Municipal enterprises will remain, but will receive a new organizational and legal form — and with it, new opportunities for attracting capital.

"We want hundreds of billions of investments and European capital to flow into communities," the deputy noted.


Feedback as a reform tool


Executive Director of the Association of Ukrainian Cities Oleksandr Slobozhan thanked the EU-LEAP team and drew attention to one typical management trap: when a law has a delayed implementation deadline, communities wait until the last moment — and then either panic or say it's impossible to accomplish. Those who came to the training have already made the right choice.


Oleksandr Slobozhan also emphasized that the goal of the trainings is not only to transfer knowledge, but also to gather feedback. He noted that the AUC actively worked on this draft law and a significant part of their proposals were taken into account — and thanked Oleksii Movchan and the Committee on Economic Development for the effective cooperation.


"80% of the questions are resolved after such trainings, but if there are shortcomings, we will be able to improve the law," he said. He added that all proposals from participants will be processed together with the corps of deputies.


Deputy Executive Director of the All-Ukrainian Association of Amalgamated Territorial Communities Serhii Sharshov emphasized that this reform is a transition from the Soviet model of managing municipal enterprises to modern European standards.


"It is important that during the transformation of municipal enterprises, the quality of service provision is not lost — on the contrary, the reform should improve it," he stressed.


Practical block: from the philosophy of the law to land-related nuances


The training program was structured as a series of intensive thematic blocks.

During the sessions, participants analyzed in detail the transitional periods of the law, step-by-step algorithms of action for state registrars, as well as the new legal regime of usufruct, which is replacing the outdated concepts of economic jurisdiction and operational management. The lecturers placed special emphasis on analyzing typical mistakes made when preparing inventory and transfer acts, as well as on the specifics of preserving rights to land plots of municipal enterprises after their transformation.


The Dnipro training confirmed: communities' readiness for change is high, and the availability of clear methodological explanations eliminates any concerns about the reform.


Ahead, the EU-LEAP team and its partners have new regional centers planned, as the large-scale transformation of Ukrainian municipalities continues.
