The Price of State Assets: How Draft Law No. 13435 Changes the Rules of the Game

An undervalued assessment means losses for the state and communities. An overvalued one creates barriers for business and investment. An inconsistent one undermines trust in the judicial system and the financial sector.


That is why the reform of the property valuation sector is not merely an internal market issue, but also part of Ukraine's international commitments, including in cooperation with the IMF and in the context of European integration. The transition to modern valuation standards is directly linked to the reform of public finances, the management of state and communal assets, and the development of the investment environment.

The property valuation sector in Ukraine is currently undergoing a systemic overhaul.


Draft Law No. 13435, registered in the Verkhovna Rada of Ukraine and developed with the participation of the EU-LEAP team, proposes a comprehensive review of the current system. Its key priorities are the implementation of European and international standards, strengthening the professional accountability of valuers, and ensuring genuine institutional integrity of the sector.
