Project: Updating legislation
on property valuation

Relevance:

The current law has been in effect since 2001 and is significantly outdated. Its provisions do not comply with modern civil, commercial and tax legislation, as well as international standards for property valuation. There are a number of gaps in the legislation that contribute to valuation falsification, duplication of functions, excessive regulation and lack of effective control. The existing model does not ensure the quality of valuation, trust in the profession and the needs of the state, business and the judicial system.

Project goal:

Bring national legislation in the field of property valuation into line with international and European standards (IVS, EVS), create a transparent and effective valuation system, ensure the quality, integrity, and professional responsibility of appraisers through updating procedures, institutions, and self-governance.

Project objectives:

Develop a modern property valuation system model based on international standards (IVS, EVS), providing for transparency of procedures, a single state register of reports, an effective quality control mechanism, and an updated system of professional self-regulation and review. Ensure simplified access to the profession, unify approaches to property valuation for different purposes (state needs, market, courts), and eliminate conditions for falsification and duplication of powers.

Expected results:

  • Improving the quality and reliability of assessments

  • Reducing legal conflicts and, as a result, abuse

  • Alignment with EU and IMF standards

  • Fulfilling IMF commitments

  • Optimizing government spending and attracting investment.

Legislative updates

The EU-Leap team contributed to the drafting of a bill on property valuation (No. 13435 of 27 June 2025) and will continue to provide expert support for the implementation of the reform. The project aims to update the valuation system in line with international standards.
