Reform of software cash registers

The project aims to reform the scope of application of software cash registers by developing new regulations that will ensure transparency of settlements, stability of technical infrastructure, and fair conditions for business. The EU-Leap team, in cooperation with the PRRO Association, conducts analytical work, advocates for changes to legislation, and ensures communication with key stakeholders.

Relevance:

The field of software cash registers (PRRO) is an important component of the digitalization of Ukraine's economy and the development of transparent financial relations between the state, business, and consumers. The introduction of PRRO has expanded opportunities for small and medium-sized businesses, making fiscalization more accessible and flexible. At the same time, the current legislation does not fully meet modern challenges: technical problems remain in interaction with the State Tax Service systems, there are no uniform rules regarding liability for violations of fiscal document details, and there is a lack of clear requirements for the application of PRROs in certain areas. The relevance of the project lies in the creation of a system that will combine the state's interests in de-shadowing the economy with the needs of business for simple and predictable rules.

Project goal:

The objective of the project is to update the legislative framework in the field of software cash registers, taking into account modern economic and technological realities. It is envisaged to create a balanced system of legal regulation that will ensure the transparency of settlement transactions, increase the level of tax discipline, promote the development of innovative services, and at the same time reduce the administrative burden on business.

Project objectives:

  • Improving the legal status of PRRO suppliers (providers) and creating a state register to increase market transparency.

  • Forming a self-regulatory organization capable of developing PRRO operating standards, monitoring their quality, and representing market interests in interactions with state authorities.

  • Ensuring the stability of technical infrastructure, in particular the API of the State Tax Service, to avoid disruptions and reduce risks for businesses.

  • Establishing a clear and comprehensive list of mandatory details for fiscal documents to eliminate legal uncertainty.

  • Expanding the areas in which the use of PRROs is mandatory to increase the transparency of cash flows and strengthen consumer protection.

  • Introducing flexible mechanisms for businesses to adapt to new requirements, including test periods without penalties.

Expected results:

  • Creation of a modern regulatory framework that will ensure stability and predictability of rules in the field of PRRO.

  • Reduction of the shadow economy and growth of tax revenues through increased transparency of settlement transactions.

  • Simplification of doing business through reduced administrative and financial burdens, as well as stable operation of technical solutions.

  • Increased trust of entrepreneurs and consumers in the fiscal control system, including through the development of open digital services.

  • Formation of a competitive PRRO market with the introduction of uniform standards of security and functionality.

  • Gradual introduction of new technological solutions in the field of trade, including high-risk industries.
